<p>As the Supreme Court holds oral arguments on Thursday, May 15, <a href='https://www.justsecurity.org/author/collinskristin/'>Kristin A. Collins</a>, <a href='https://www.justsecurity.org/author/neumangerry/'>Gerald Neuman</a> and <a href='https://www.justsecurity.org/author/rosenblumrachel/'>Rachel E.
