He believes that Bobby is a short king just like he and Black Lou are.  Jacob is so driven to prove that Bob belongs in the short club, that he pulls out a tape measure.  Jay measures Bob while he pronounces that he is average height and doesn't belong in the lollipop guild.  Everyone enjoys beef jerky during the measuring.
